ICANN Accreditation
Your business must be ICANN accredited for .name before you can become a registrar for the .name TLD. The Internet Corporation for Assigned Names and Numbers (ICANN) is a not-for-profit public-benefit corporation that coordinates the unique identifiers used for computers connected to the Internet across the world. Go to the ICANN Web site to start the ICANN accreditation process.
Authentication
ICANN notifies all registry operators, including VeriSign, when the accreditation process is complete. Next, ACP, a VeriSign vendor, will contact you to request documents as proof of your business and your authority to represent and act on behalf of your company, an ICANN-accredited registrar.

Establish an Account
To establish an account with VeriSign, mail all required forms and supporting documentation to:

Please send 2 original, signed copies of .name Registry-Registrar Agreement (DOC). Be certain to use your company’s ICANN-accredited and legally registered name, place of incorporation, and principal place of business. All required fields should be completed before the agreements are executed and mailed to VeriSign.
Please complete the .name Registrar Data Form (DOC) and submit the information to establish your account. Your business information must match your ICANN-accreditation information. You will also need the following technical information: Web server name, Whois server name, SSL Common Name, and no more than three subnets in Classless Inter-Domain Routing Protocol (CIDR) format, up to a total of 96 hosts (/26 = 64 hosts, /27 = 32 hosts, /28 = 16 hosts, /29 = 8 hosts, /30 = 4 hosts, /31 = 2 hosts, /32 = 1 host).
Foreign Corrupt Practices Act Form (Required)Please complete and return the FCPA form to certify that the registrar will comply with the applicable laws and requirements under the Foreign Corrupt Practices Act.
Registrars New to VeriSignIf you are not a .com or .net registrar and have not completed the Become a .com, .net Registrar process, VeriSign requires copies of corporate formation documents to verify the legal entity with which VeriSign, Inc. is entering into a contract. The corporate name used on all forms must match the name used for ICANN accreditation.
Fax Authorization Forms (Optional)Please complete and return the Fax Authorization Form (PDF) to receive user IDs and passwords via fax. An original signature is required.
Financial Requirements
Existing .com, .net registrars have already established a financial account with VeriSign and may use this account to support .name transactions. If you expect a considerable increase in your monthly transaction volume, you should re-evaluate the amount of your payment security and adjust it accordingly. New registrars are required to complete a credit application and establish a payment security based on expected monthly registration volume.

.name registrations x duration (1 to 10 years) x $6.00 = Minimum Payment Security
Registrars are required to increase the payment security when registration levels repeatedly exceed the current payment security.
The payment security is held without action unless invoices are not paid in accordance with the terms of the Registry-Registrar Agreements. Acceptable payment security vehicles include: cash deposit, an irrevocable standby letter of credit from a bank, or a payment security bond (PDF) from an approved surety or bank.

Technical Requirements
Registrars must demonstrate full and correct operation of client systems within the Operational Test and Evaluation (OT&E) environment before connecting to the Shared Registration System (SRS). You may begin development of your client applications before you receive your user IDs and passwords, but you will not be able to complete it until VeriSign has established your account.
SSL CertificatesVeriSign requires that each server that communicates with the SRS has a 40- or 128-bit SSL Certificate installed. You may obtain pre-approved SSL Certificates from VeriSign or thawte. To use a different certificate authority (CA), VeriSign will consider your request in accordance with the CA Consideration Procedure (Password protected).
Extensible Provisioning Protocol (EPP) SDKTo develop the client end to the SRS, you must access EPP software. VeriSign has developed EPP SDKs and guides to help you develop your client application.
If you choose to develop your own EPP implementation, it must be based on RFC-2832, the published protocol specification. You will need to acquire and incorporate an implementation of the Secure Socket Layer (SSL) protocol into their EPP software. You will also need to secure a license for the use of RSA cryptographic algorithms through RSA Data Security, Inc.
You will receive your user IDs and passwords to the OT&E environment when VeriSign has established your account. Your informational packet will include testing information to complete this process.
