Nuclear Regulatory Commission Selects VeriSign for Secure E-filing Solution

Enables NRC to speed service to customers and comply with Government Paperwork Elimination Act

RSA® CONFERENCE, San Francisco, CA - April 11, 2001 - VeriSign, Inc. (Nasdaq: VRSN), the leading provider of Internet trust services, today announced that the U.S. Nuclear Regulatory Commission (NRC) has selected VeriSign's managed digital certificate services to create a secure e-filing system for conducting official agency business. The system enables NRC nuclear reactor licensees and other customers to digitally sign and securely submit regulatory documents over the Internet to the NRC, and will also help NRC be among the first Federal agencies to comply with the Government Paperwork Elimination Act (GPEA). GPEA requires that all Executive-branch Federal agencies makes their forms available online and accept them online with appropriate electronic signatures by October 2003.

The NRC’s e-filing system uses VeriSign’s managed digital certificate services in conjunction with the Internet Commerce System™ from PureEdge Solutions to implement the secure online filing capability. Internet Commerce System enables filers to use a master XML cover form to attach virtually any type of document, digitally sign both the cover form and the attached document and securely submit them via the Internet to an NRC web server protected with a VeriSign web server digital certificate. Using the filer’s digital certificate, the NRC can authenticate the identity of the sender and ensure that the documents have not been changed. The unique XML document format provided by PureEdge ensures that not only the submitted data cannot be tampered with, but the entire document’s presentation and structure as well. Overall the process provided by VeriSign and PureEdge provides the necessary security to assure both the NRC and its filers that sensitive documents can be securely filed over the Internet.
