VeriSign® Flexible Signing Accounts allow developers and software publishers to assign a unique code signing certificate to each version of code released. The enrollment process installs a digital certificate on a USB token and creates a web-based signing account to manage all your signing events in real time. When developers sign in to upload their applications, VeriSign verifies the Publisher ID and re-signs each application with a unique Content ID.

Click BUY, and provide information for your Publisher ID (referred to as Administrator Certificate in the signing portal). VeriSign may contact your organization to verify information. Provide accurate contact information to expedite the process.
You will need the following information:
- Organization information: The organization name that will appear in your certificate. The address and contact information provided should match your articles of incorporation.
- Product selection: Select the quantity of additional signing events to purchase.
- Account administrator: Name, address, phone number, and the email address where the certificate and renewal notices should be delivered. Select and confirm a PIN.
- Billing contact: Name, address, phone number, and the email address where the receipt for a credit card transaction should be delivered.
- Corporate contact: VeriSign contacts this person to authorize your certificate request as part of the certificate authentication process. Provide accurate information to expedite the process and to ensure that renewal notices reach the organization contact.
- Payment information: Pay by credit card for fastest issuance. If you pay by purchase order, check, or wire transfer, VeriSign must receive payment before delivering your certificate.
Once approved, you will receive an email with instructions for picking up your Publisher ID. Save this email for future reference. A USB hardware token will be sent to your mailing address within 2-4 days business days of approval. If your USB token is lost or stolen, it may be compromised and cannot be replaced.
Follow instructions provided to install your USB token. Go to the Web site provided to pick up and install your Publisher ID. You must pick up your Publisher ID from the same computer, browser, and logged in with the same profile used to enroll.
You are now ready to begin signing code and content. Sign your files with your Publisher ID and then upload them to your Flexible Signing Account for resigning. Publisher IDs are valid for one year and may be renewed by signing in to your account. You can purchase additional signing events from your Flexible Signing Account at any time.
To have your application signed for Microsoft Windows Mobile® Privileged Access:
- Submit your application to a Microsoft-approved test house.
- Upload a completed Request Form with your application to your Flexible Signing Account.
